Delta Brac Housing Finance Corporation Ltd., known as DBH was rated ‘AAA’ (Triple A), top to the rating scale for long term and ST-1 for short term for the fourth consecutive year. Mr. Hamidul Huq, Managing Director of Credit Rating Agency of Bangladesh (CRAB) handed over the Credit Rating Report to Mr. Q.M. Shariful Ala, Managing Director of DBH at a function held at the latter’s corporate office in Dhaka. Senior officials of DBH and CRAB were present at the function. CRAB’s independent Rating Committee comprising of financial analysts of home and abroad prepared the credit rating report on the basis of qualitative and quantitative analysis and balance sheet for the financial year 2008-09 of the company. The CRAB rating report indicated that AAA credit rating has been given to DBH for excellent financials, healthy and sustainable franchises and a first rated operating environment. “AAA reflects DBH’s strong asset quality, capital adequacy, operating efficiency, management strength, corporate governance and market leadership,” Managing Director of CRAB Hamidul Huq said adding “in fact, the credit rating is an indication of the relative safety, security and strength of a financial institution which is relevant to its depositors and other investors such as shareholders and lenders”. Q. M. Shariful Ala said “we are happy to get AAA for the fourth consecutive years. Receiving triple AAA is a testament to our strong fundamentals and will help increasing our services as well as DBH’s continuous efforts to expand home ownership in the country.

“Bangladesh Bank Refinance Scheme for Housing Sector”
Recently, Bangladesh Bank introduce a new scheme known as “Bangladesh Bank Refinance Scheme for Housing Sector” to provide refinance facility to the institutions who are giving Home Loans to individuals for buying/constructing apartments in order to meet the housing demand of middle and lower middle income earners in the urban areas and to contribute in the increasing activity of housing sector in the country’s economy. In order to provide home loans under this scheme, Delta Brac Housing Finance Corporation Limited (DBH), the specialist in housing finance, signed a participation agreement with Bangladesh Bank. Among all banks and financial institutions in Bangladesh, only DBH is the first to sign this agreement. DBH is the first Financial Institution among all the Banks and FIs of the country to have successfully disbursed Home Loans and taken refinance from Bangladesh Bank under the Scheme.

Features & Criteria

  • Flat/Apartment to be located in six city corporations (Dhaka, Chittagong, Rajshahi, Khulna, Sylhet and Barisal) and areas in the Tongi, Gazipur, Savar and Narayanganj municipality along with the RAJUK approved areas outskirts of Dhaka
  • The apartment size should not exceed 1250 square feet
  • The maximum amount of loan can be availed is Tk. 20 Lac
  • The applicant having a monthly income of less than 50,000 taka will be eligible for receiving home loan under this scheme
  • The applicant shall not have any apartment or house named after their husband/wife/children in the above mentioned areas, are eligible for receiving this loan
  • The applicant shall not have availed any home loan/scheme facility from its employer.
  • The applicant who haven’t taken any home loan from any bank/financial institution previously can be eligible for this home loan scheme.
  • The maximum tenure of this home loan is 20 years
  • The rate of interest 9% p.a.

This refinance scheme introduced by Bangladesh Bank in order to increase home ownership among the middle and lower middle income earners is truly a radical change that has long been cherished. Flexi Plus Home Loan…
This is an innovative loan repayment option which allows unique flexibilities in repaying Home Loan according to the specific circumstances and resulting convenience. With these schemes, the inflexibility of repaying loan only at the same fixed installment has become a matter of the past.

Step Up Repayment Facility (SURF)…
If the Clients need a higher amount of loan but do not have the income to service the high installment at the moment but his/her income is likely to increase in future, then the borrower can choose to pay smaller EMIs in the earlier years and gradually increase the size of the loan installments with the increase of their income later years.

Step-Down Repayment Facility (SDRF)…
If the borrower’s present income flow enables him / her to pay more now and if his / her income is likely to fall in the coming years then the Clients can also chose to pay larger size of installments during the initial years, and reduce the size of the installments with any potential decline in their income in future.

Structured Repayment Facility (SRF)
A combination of both the schemes can also be structured where the borrower decides to repay the loan depending on his/her plan and convenience and foreseeing the upcoming situations at various phases of the loan tenure.

Loan Protection Insurance
DBH Loan Protection Insurance is a distinctive type of Life Insurance policy aimed at safeguarding the bereaved heirs of a borrower from the burden of loan repayment during harsh financial crisis following his death.

Features

Payment of outstanding principal amount at a time, upon death of borrower.
• Single premium to cover entire loan repayment period.
• Scope for coverage of a part of the total loan amount. (e.g. 50%)
• Scope for insurance coverage even in the midst of a loan repayment term.
• Co applicants along with the Principal Applicants can apply for Insurance coverage
• Insurance coverage starts after the disbursement
• Insurance coverage for a loan amount ranging from Tk 1 lac to Tk 50 lac
• Life Insurance Coverage of the borrowers up to the age of 65 years
• In case of early settlement of loan the Premium (proportionate amount) is refundable
• Master contract (policy) with DBH and membership certificate to the individual borrower

Application Procedure for DBH Loan Protection Insurance:
Duly filled in Insurance Proposal Form to be submitted by the Borrower to Delta Life Insurance Company Ltd. (DLIC) through DBH along with an evidence of age proof, e.g. Birth Certificate, SSC Certificate, and Ward Commissioner’s Certificate etc. One copy of recent passport-sized Photograph and the Premium amount for the Insurance Coverage should also be submitted along with the Insurance proposal Form.DLIC will take necessary steps and inform DBH for any further requirement to provide Insurance Coverage to the Borrower. A Membership Certificate shall be issued to the Insured Borrower upon incurring the risk.
Claim Settlement Procedure under DBH Loan Protection Insurance:
In case of unfortunate death of the Insured Borrower, the Nominee shall have to do the following:

• Inform DBH about the death of the Borrower within 7 days of its occurrence.
• Provide DBH with necessary supporting documents in favor of the claim, e.g. Death Certificate, Confirmation on the Ward Commissioner etc.
• Support any query or investigation launched by DBH or DLIC to authenticate the claim.

DBH will forward the Claim Form along with necessary documents to DLIC. Upon receipt of requisite proof in favor of the claim and upon their full satisfaction on the Claim lodged by the Nominee, DLIC shall settle the outstanding loan amount with DBH and thereafter will facilitate the release the documents from DBH to the Nominee.

Provided that any overdue loan amount and or charges accrued but remaining due or outstanding after the settlement of Loan Insurance Claim by DLIC shall have to be repaid in full by the Nominee / Heirs of the deceased Borrower in order to settle the outstanding loan liability with DBH.

Cases of Death Excluded from DBH Loan Protection Insurance:
Insurance benefit against the loan liability of the Borrower shall not be payable in case of the death due to any of the following reasons and circumstance(s):

• Self-inflicted injuries.
• Death due to suicide during the first year of insurance coverage
• AIDS and HIV related disease
• Death due to alcoholic abuse or drug addiction
• Death due to any war, riot or civil commotion
• Death due to involvement in Illegal act / criminal activity
• Death due to any other reason(s) within the first 06 months of the Insurance
• Coverage except for any accidental death
